Dixon Payne are acknowledged Experts in this regard. Daylight and sunlight is a planning matter very often confused with the Common Law Right to Light entitlement.
Following the publication of the information paper entitled "Site Layout planning for daylight and sunlight: A guide to good practice" by the Building Research Establishment, the assessment of daylight and sunlight has been generally carried out in accordance with the criteria set by this publication and which is generally taken to be the accepted basis for such assessment and adopted by most Planning Authorities.
The BRE Guidance does give numerical guidelines, but recommends that these should be interpreted flexibly because natural lighting is only one of a number of factors in site layout design. In special circumstances a Planning Authority may wish to use different target values.
There is further advice given in respect of sunpath analysis, shadowing and internal illuminance.
Dixon Payne provide Reports to accompany Planning Applications as well as analysis of the potential effects of any adjacent proposals. Technical analysis is undertaken either using the daylight protractors detailed within the BRE Guidance, Waldram analysis where the proposals are more complex or in the most complex situations computer analysis. 3d computer modelling is also used to demonstrate the effects of over shadowing.
Dixon Payne are able to provide fixed fee proposals in the majority of instances. Where circumstances do not permit this, fee budgets can be agreed in advanced.
